(Submitted) Ability to add custom problem types

I have opened this up for voting and comments as we are exploring this and will be looking for additional insight.

The reasons behind the original design was
1) faster implementation
2) the ability to develop national statistics for the KPIs on how you compare with your peers
3) linking common elements to a national knowledgebase for sharing
4) categories that are specific today may change with the industry in a year

As an alternative in the meantime, Classification and Type are parent/child data elements to customize and specify exactly what you are working upon, especially as technology shifts so quickly with hardware types.
