According to ASCE’s Report Card for America’s Infrastructure, schools received a grade of a D or Poor, on an A-F scale, one of the lowest grades an infrastructure received. The assessment is conducted every 4 years on major infrastructure categories in the U.S. The criteria evaluated includes: capacity, condition, funding, future need, operation and maintenance, public safety, resilience and innovation.
Grades across many infrastructures have been near-failing for years due to delayed maintenance and under-investment. Schools are in similar situations with the increase in deferred maintenance backlog and a lack of preventive maintenance to extend the life of buildings. According to ASCE’s Report Card, national spending on school construction has diminished to approximately $10 billion in 2012, which is half the amount spent prior to 2008.

California, the state with the highest infrastructure funding needs, recently released its 2014-2015 Education Budget, which addresses deferred maintenance backlog across California’s K-12 and higher education system. The California Community College (CCC) system has developed its own approach to address deferred maintenance backlog, including structured prioritization of maintenance projects.
