The Operations Proficiency Model (OPM) is a performance measurement model specifically developed as a framework and a tool to facilitate the identification of continuous improvement initiatives for leaders responsible for maintaining and operating schools and higher education institutions. The OPM Maturity Levels have been developed as a designation of the maturity and capabilities of an operations organization supporting schools and campuses. We have included a graphical representation of the Operations Proficiency Model Maturity Levels below. This diagram illustrates the progress that an organization makes along the lines of staff empowerment, innovation, strategic focus, and overall effectiveness as it takes on increasingly more progressive and advanced Performance Characteristics.
One perspective is to look at a progression from a Level 1 state of the “building (or your workload) is managing you” to a Level 5 state where you are clearly “managing the building”. A very important point to highlight is that we anticipate that achieving a Level 5 state will not and should not necessarily be the strategy for every school and institution. It is very important that each organization’s OPM should be synergistic with the institution’s overall strategic goals and aspiration.
